Most people think of Florida as being a haven for retirees, but a lot of other people live there and not all of them have the money to retire. Many of them are young and they are still trying to make it in the world. A lot of them have families that they are trying to figure out how to raise and afford. Because of all of this, there are families who are struggling to pay their rent and/or who want to buy a home and can't. For many of them who are in the city of Jacksonville, there are low income apartments that can help them to get started.
The program is called Section 8, and the way that it works is that a tenant will pay around thirty percent of his or her income for an apartment and the government subsidizes the rest of the price. That doesn't mean that someone with a job at a fast food restaurant can rent some grand place for $2000 per month and expect the government to pick up most of the tab. There are very specific requirements about how much the rent can be in relation to income and what apartments are available to the person.
That's a good idea, too, because it stops people from living beyond their means any more than they have to in order to get by. It also keeps them from living in shelters or on the streets and ensures that they can try to build up somewhat of a decent credit rating by paying their rent and their bills on time each month. If they have a family they have the opportunity to rent a bigger - and therefore more expensive - low income apartment in the Jacksonville area than they would if they were single.
This is one of the ways that the city keeps the costs as low as possible and keeps apartments as affordable for lower income people as they can. They cannot help everyone, but people who have a steady source of income that just simply isn't enough to meet their needs can apply for Section 8 in the hopes that their housing costs will be partially covered.
